I have been using alot of mac applications to develop sites, I particulary like cssedit2, which I have found a lot of mac users using. Its functionality can be seen on their site, but is there an option for Linux?
A useful thing I like is a preview section, you tell it what sites to apply the css to and it previews that..

Although I haven't used it much yet, just played with it a bit, one quite powerful Firefox extension helps with not only CSS design, but also PHP and (X)HTML sources of the site: Firebug.

But I usually just use kate to edit any code of our sites. It has nice code highlighting and allows saving changes directly to the server, which I like.
