It is a video of a computer booting into LinuxBIOS *GUI* from which you can set stuff up like in a normal bios. Very cool isn't it? 
I gotta make sure my next mainboard has LinuxBIOS support cause it is lightyears ahead of the ordinary DOS-like looking BIOS. Finally some innovation in that area as well thanks to the Free Software guys!

Does installing LinuxBIOS still involve removing the BIOS chip from a running computer and replacing it by another? In other words, is it still the kind of project that could give you a very expensive paperweight?

Quite some time (I guess it must have been around 2 or more years) there was an article about something like that in the german Linux-magazine.
It's really an interesting way to fire up your box, I really hope that grows into something you can really use on every box.
I believe that in future the classic BIOS will be replaced by a more complex tool which maybe even will be able to do some tasks like partitioning and maybe formatting and maybe even backup and restore.
I think a Linux-BIOS would be a way to accomplish that.
Whoooaaa. Now that was impressive.
This would really help a thin-client...
