How to make an iso image debian cd install

I want to install debian, and I wanted to know if you can direct me on how to make a iso image install?
I have winxp and I am making the install for win98se machine.
Can you walk or direct me where to get a walkthrough for this?

This is as far as I got. I dont know what to do. Do I have to download them all? Just one? and after that what to do? Do I iso them all to disc?
I think if you download only 3 of those isos, burn them to 3 CDs (using some CD burner program that you surely have on WinXP) you should be able to install the normal Debian system enough to boot into a graphical environment. Others please correct me if I'm wrong.
In any case I don't think you need to download them all.
Although a full set of binary packages requires several CDs, it is unlikely you will need packages on the third CD and above.

Thus you'll be able to install with the first two CDs, but extra packages will be on other CDs. Thus if you don't have an internet connection on your laptop I'd download them all, if you do I'd download the first two discs and then download any packages you need later.
