Phoning Out

If I were to grab a dialup modem from my ye-old-box-of-junk and install it, is there a way to dial-out and phone on my land phone with my PC?
I'm not naming any specific cards or anything, I'm just currently wondering if it's possible and what programs would make this possible.
It's probably possible since ordinary modems can dial whatever number you wish. With the right software and a microphone you can use it to talk to people over normal phone, if that's what you meant.

I guess I'll go look for proggies and then I'll worry about hardware.
