Usability improvements and partial redesign
As mentioned, I am planning certain usability improvements, starting with navigation. It should and will be more clear and it will be a rule for a visitor to know in which section on the site he or she is at a glance easily being able to jump back and forth various parts of the site without getting lost.
As part of the navigational redesign, the header may be redesigned as well. Here is the image showing the current concept. The aim is to make it more simple looking and still cool. Putting main horizontal menu as well as the logo in the middle gives a sense of cleanness, not to mention it will feel more logical when in a particular section of the site because the menu item representing this section will then be highlighted.
Comments, ideas, welcome. 
Just make Tux a little smaller compared to the foot, and the bottom solid-colored strip doesn't fit in too well (too bright?).
By the way there should be a page that has links to source of all the images used here (and it should be linked to in the footer).
Very cute! If you make tux smaller, you could fit in a beastie, a sun, a feather, a ... , ... , ... etc too! If you do so, then make the others even smaller than tux.
EDIT: oh, and a libervis sun of course

The color of the bright strip can be changed and yeah I can make the tuxxie smaller. As for adding other mascots there I'm not sure. None of them unfortunately have as good quality SVG sources to be combined like this as Tux does, and I don't know how to put a feather and sun inthere to look good and cute.
And Libervis sun?
Maybe we should think of a mascot for Libervis Network instead of a plain logo. 
Btw, for this header to work it needs to be centered which I tried to do with both CSS and HTML tricks without much success. It doesn't seem to fit this theme so well.. So I am not yet sure if the oval dark blue thing will remain as it is.. I'll have to think about something else that can fit well even if the logo is still aligned to left. But I do intend to keep the Tux peeking out though.
